Blaine holds a Master’s degree in Economics from the University of Malta, specialising in public sector and environmental economics, and a Bachelor’s degree in Economics and Finance. Prior to joining Instinctif Partners, Blaine was a senior manager for the Resource Recovery and Recycling Agency in Malta, the entity responsible for promoting the transition towards a circular economy, where he was in charge of business development, policy implementation and European affairs.
Blaine was also a Fiscal Attache (Indirect Taxation) with the Maltese Permanent Representation, responsible amongst others for VAT, excise duty and energy taxation dossiers. During his tenure he was part of the Maltese Presidency of the Council of the European Union in 2017.
